God still reaffirmed the provision that man should FLOURISH
At creation, God, after creating man, gave him the power to reproduce and replenish the earth through fruitfulness (Gen 1:28). Even after destroying that first world, saving only Noah and a handful of other creatures, He still reaffirmed the provision that man should increase, multiply, replenish and subdue the earth (Gen 9:1).
